SOUND & DISTRICT PARISH COUNCIL
Minutes of the Meeting of the above Council, held on Monday 1st February 2016 at Broomhall Chapel at 7.00 p.m.
Present: G. Bebbington (Chairman), R. Brassington (Vice Chairman), A.G. Lawrence (Clerk), Mrs J.R. Park, M. Wright, P. Griffiths, A. Baldwin, A. Brown, and no members of the public.
The Chairman welcomed everyone to the first meeting of 2016 and a special mention to our Ward Councillor, Rachel Bailey who will become the new leader of Cheshire East Council later this month, the congratulations of the meeting were duly recorded.

- Declaration of Interest – if a member is present at a meeting of the authority, and they have a disclosable pecuniary in any matter to be considered or being considered at the meeting, they cannot take part in any discussion of the matter at the meeting or vote on it. They should disclose the interest to the meeting and follow the Council’s Code of Conduct.
- Minutes of last Parish Council Meeting held on 7th December 2015 were unanimously confirmed as a true and correct record on the prop., of P. Griffiths, sec., A. Baldwin
- Matters arising from last minutes
- Street Lights: Street Lights in Newtown area. Clerk reported:- Clr R. Bailey is still working on the adoption of these and will continue to report progress.
- Community Speed Watch: further to previous meeting, the Clerk reported the latest report from Mike Hartland is:-
We now have 9 volunteers at the moment. Unfortunately Lucy Denman cannot continue.
Therefore we currently have 8 volunteers from the Broomhall area and 1 from the Aston area. Really we could do with more volunteers from the Aston area as three of our CSW sites are in Aston. We will try and do a recruitment drive again in the Spring but if you can spread the word I would be grateful.
Ideally I would like 3 man teams if possible as it is still difficult to collect reg, make of car, colour and speed with just 2 people.
A rota based on same principles as 2015 ( 2 man teams covering 2 weeks ) has been circulated and starts Jan 18th and takes us up to June 5th.
I have sent a note to Steve Berry telling him what we do and asking if there was any interest from the Newhall area but have had no reply to date.
I have requested the SIDS data via Ms Rachel Bailey and have forwarded the correspondence to you. So far have heard nothing. As I said previously please raise it with Clr Bailey if she attends the PCC.
Maybe the PCC can request the data as well ?
High Vis Tabards? – A. Baldwin agreed to get costings for High Viz tabards and report back
- Highway matters:
- Loose manhole outside Sound Hall House and further problems with those by ‘Baxters’ bungalow in Sound Lane
- School Sign outside Forden, Wrenbury Heath Road is not flashing
- Flooding in Heatley Lane: the meeting was informed of 3 large floods, every time it rains, between Smithy House and Holly Bank. Clerk asked to contact Cheshire East to ascertain what and where the problem is, and how it can be resolved.
- Baddington Bridge: the meeting were informed that some temporary repair work has been carried but the bridge is in a terrible state of repair.

Cheshire East Local Plan – this Plan will be submitted to Councillors, for their approval, at the end of February. When this is approved the timetable for consultation and representations will commence and will follow by a formal submission for examination and approval.
- Sound Common Report:- reported that at the last meeting the Clerk was asked to make a request for a copy of the Management Plan, hydrological and Insect Surveys. This in fact arrived the day after the meeting as a CD which is available for anyone to view as they wish. However there is no Insect Survey and the Clerk asked to follow up with R. Doran.
- Police Report: P. Griffiths reported:-
– Speeding vehicle on Coole Lane – Police will follow up
– Details of vehicle and driver who knocked the school wall down have now be sourced and the School informed for insurance purposes.
– Parking of mini bus @ Ravensmoor – Police will follow up to see if any action needed
– There is the possibility of ‘Smart Water’ to mark property with for identification. This will be dependent on demand and P. Griffiths to have this put in the Residents Newsletter.
– The rural areas could be eligible for assistance on scooter transport – P. Griffiths to have this put in the Residents Newsletter.
